The one manual gate. Forge staff creates the sub-account and loads the snapshot.

1. Verify configuration

2. Create sub-account

Read-only checks. On pass, Forge applies entitlement + config and transitions to Activating.

3. Load Forge Perks snapshot

Load the frozen Forge Perks Pro snapshot into the new sub-account. This deploys the loyalty engine.

5. Map configuration to engine
